Any Shard-Bearers living in the Manor can opt in/out of their quarters being affected. ( But honestly, I think everyone who was still living there has opted in to having them destroyed, so us mods will just have them annihilated/offer newbie housing elsewhere — check the official event post for that! )
The degree of destruction is centered on Yima's quarters in the Manor. Information that will come out via Florence in the wake of the event will further detail who/what were affected ( mostly to galvanize Zenites hehe ), but as it stands the only people who are CURRENTLY affected are a) the Shard-Bearers who opt in, and presumably any staff, civilians and visitors who might be in the area of her quarters. Around 30-35% of the Manor around Yima's quarters is VISIBLY affected!
The only pre-planned damage is to Yima's Manor, as the degree of damage in Springstar will be player-determined: NPC lives and general vandalism seem to be the predominant Type, but the next Tribune will also detail what/who was affected ( to equally galvanize Meris ). Also! The Tree and Reflecting Pools are located in the Court, which is the town square outside of the Manor's grounds. They're safe, unless anyone targets them.
Notably, the degree of technology available in Kenos is not high enough to create a weapon capable of leaving a long swathe of destruction from the depths of the Beyond to the Manor, so think of the damage left behind as a single incendiary round/bullet of PURE SUNSHINE rather than a sustained laser beam.
