Kathova? He's essentially Lady Yima's righthand-man— he oversees many affairs of Highstorm, and he looks after the new Shard-bearers who align with Zenith. He's very knowledgeable about many things so I'm certain he'll be able to explain how these pools work, or at the very least, point you towards someone who can.
