What are the Tribune's orders concerning the future of the Alenroux occupancy?

Is the military (and shard-bearers working with/for the military) receiving any new orders, or are they just being told to continue as they were?

Also, if shard-bearers try to bring up concerns re: the anti-military surge, would that go anywhere military-chain-wise or would they just be deflected?
